Bryan has served two U.S. Presidents and has over 30 years of experience in public affairs and campaigns. He started in politics as a fundraiser and grassroots organizer for Clinton/Gore ’96, where he was the campaign’s youngest employee. He went on to form a successful fundraising group that helped congressional and local candidates win competitive races.
From 2007-2008, Bryan was a member of Obama For America’s National Fundraising Committee. He later served in the Obama Administration as Senior Counsel at the U.S. Department of Energy where he worked on climate change legislation and implementing a $90 billion clean technology package.
Bryan’s public affairs experience has included running the solar industry’s advocacy across the country. During this time, the industry saw record expansions that were enabled by dozens of regulatory and legislative wins across the federal government and 47 states. A leading political journalist wrote that under his leadership the industry’s “mastery of guerrilla tactics is awe-inspiring.” Fortune profiled how he is “radically changing” political advocacy through technology.
He was the principal political strategist behind Proposition 36, the historic ballot measure in California that passed in 2024 with nearly 70% percent of the vote, which is transforming California’s homelessness and fentanyl crises.
Bryan is a double graduate of The George Washington University in Washington, D.C., where he received his B.A. in political science and his J.D.
He lives outside of San Francisco with his wife and two rescue dogs. When he’s not working, you’ll find him spending time with his two twenty-something daughters, snowboarding, or hanging out in wine country with his wife.
Mathews is an adept navigator of the beltway political and industry landscape, with the chops of a political operative and the savvy to understand how complex businesses are built and managed. He has extensive campaign experience at all levels, including four presidential campaigns, three national conventions, and a Prime Minister’s campaign in Albania. When he's not working, Mat spends his time with his three little girls in a house with plenty of pink. Ask him how many pink items of clothing he has.
Nora has more than 20 years of experience in operations, benefits, compensation and total rewards, risk management, emergency and succession planning, recruiting and hiring, sales, and employee relations. She has held Vice President and Director level positions in companies in the real estate, clean energy, law, and education sectors. She was also a partner in an executive search agency. Nora received her B.A. from the George Washington University in Washington, D.C. and holds a Senior Professional in Human Resources (SPHR) designation.
Javier is a bilingual border baby who understands the art of implementation. For Neptune Ops, he pulls together the political, creative, and strategic parts of the campaign to deliver high-impact content. Javier graduated from San Diego State University and lives in Tijuana with his military-trained dog.
Karis is a seasoned expert in ad tech with extensive experience in omnichannel strategies, and a particular focus on the latest programmatic tools. She excels in optimizing digital advertising campaigns using data-driven insights, with a focus on display, video, and CTV advertising. Certified in digital advertising, Karis combines technical expertise with a passion for team development and strategic growth initiatives.
Allyson Helfer graduated from California State University, Dominguez Hills with a B.A. in Political Science and a minor in Communications. She began her career working on political campaigns across the country, specializing in digital communications and voter engagement strategies. At Neptune Ops, Allyson first supported digital operations—managing programmatic advertising, ad production, and grassroots communications—before transitioning into a client-focused role. In her current position, she works directly with advocacy clients, drawing on her hands-on technical expertise to help guide organizations toward the most effective strategies for their campaigns. When she’s off the clock, Allyson enjoys crocheting, watching reality TV, and spending time with her cats, Gunther and Alfalfa.
Savannah specializes in programmatic advertising and multi-channel campaign optimization across CTV, OTT, and display platforms. Based in Charlotte, North Carolina, she brings extensive experience in advanced advertising technologies and data-driven optimization strategies to Neptune Ops' digital campaigns. At Neptune Ops, Savannah manages sophisticated programmatic solutions while working closely with cross-functional teams to deliver measurable results for our clients.
Grant Cavan graduated from Chapman University with a B.S. in Business Administration, an emphasis in Marketing, and a minor in Data Analytics. Grant has extensive experience working with social media marketing campaigns, SEO strategies, data analysis, and coding with Python and SQLite. In his free time, he enjoys coaching high school lacrosse and photography.
Trudie recently graduated Summa Cum Laude with her B.A. in Political Science from San Diego State University. She has wide ranging political and legal experience, having worked in a government relations firm, legal office, and on the Scott Peters For Congress campaign. It is through these experiences that she has developed skills in client relations, research, and advocacy, which she uses in her everyday work at Neptune Ops. In her free time, she enjoys lifting weights, trying new coffee shops, and enjoying San Diego sunsets.
Catarina Tamez is a graduate of Santa Clara University with a B.S. in Political Science and minors in Sustainability and Spanish. She brings experience in legislative research, advocacy, and digital communications. At Neptune Ops, Catarina plays a key role in our AI-I™ services, providing the human intelligence link for political strategy and supporting digital efforts like ad production and grassroots outreach. Outside of work, she enjoys painting, hiking, and spending time with friends.
Cinthya is a data-driven programmatic expert with a passion for turning insights into smart, revenue-focused decisions. She thrives on using analytics to guide strategy and unlock growth opportunities, while building strong, collaborative relationships that benefit both sides. Her approach blends performance precision with genuine connection—delivering results that are both measurable and meaningful. Cinthya loves the outdoors and staying informed with any new industry updates.
Ankita brings diverse experience across multiple forms of digital advertising. At Neptune, she focuses on deploying the latest in programmatic solutions for clients. She is drawn to the intersection of strategy and creativity in the digital ecosystem. Ankita holds a master’s in Integrated Marketing Communications from Georgetown University. Originally from India, she moved to the US three years ago and now lives in Cambridge, Massachusetts with her husband. Outside of work, she enjoys reading and perfecting her espresso routine, dialing in shots, and working on her latte art, though she’s equally happy calling whatever shapes appear in the foam “abstract art.”
Hayne is a programmatic advertising expert who specializes in transforming data into meaningful impact. Hayne's early career focused on Market Research with a bachelor's degree in Communication, and her love for data analysis naturally led her to the advertising technology field. Since then, Hayne has been combining her analytical precision and curiosity to provide both hands-on technical expertise and big-picture strategies for her clients. She excels at uncovering trends and translating insights into actionable strategies, as she believes there is a story behind every dataset. In her free time, Hayne enjoys logical puzzles such as sudoku or nonograms.
Aiden is a Digital Operations Intern at Neptune, where he supports operational initiatives. He earned his bachelor’s degree in Government and Politics, with a minor in Sustainability from the University of Maryland. Aiden brings diverse experience in political communications, campaign strategy, advocacy, and both qualitative and quantitative research. He is currently pursuing a master’s degree in Applied Political Analytics at the University of Maryland. Outside of work, Aiden enjoys weightlifting and watching movies.
Adriano Grassi is currently a senior at The George Washington University, where he is pursuing a double major in Political Communication and Political Science. He has experience working on Adam Frisch’s campaign on the communications team, and has also worked in opposition research. Outside of academics and politics, Adriano is an avid fan of the New York Knicks and enjoys skiing and riding bikes.
Taryn is a Digital Ops Intern, where she supports creative strategy and digital initiatives. She holds a bachelor’s degree in Marketing and has gained hands-on experience in areas such as social media strategy, campaign performance, and brand storytelling across media, tech, and wellness spaces. Her approach combines creativity with analytical insight to help organizations grow and engage their audiences. Beyond her work, Taryn enjoys staying active through workouts and spending time cooking new recipes.
Kalina is a Digital Operations Intern at Neptune. She graduated CSU East Bay with a B.S. in Business Administriation, concentration in Marketing. She is a strategic and results-oriented individual with diverse experience in the digital marketing world across campaign execution and optimizing performace. Kalina is a matcha connesiuer and likes to cafe hop during her free time and attend concerts.
